§ 70-644. General requirements.
All parking areas required by this article shall conform to the following requirements:
(1)
Grading. Parking areas shall be properly graded and shall include stormwater detention and/or storm sewers in accordance with the approved grading plan and drainage report for the property.
(2)
Surfaces. All areas used for parking and driving of vehicles shall have a durable and dustless surface, and shall be designed and constructed adequately for all-weather use.
(3)
Curbs or wheel stops. Curbs or wheel stops shall be installed where necessary to prevent vehicles from extending over streets or sidewalks, or from striking walls, fire hydrants, utility poles or pedestals.
(4)
Access. Parking areas shall have unobstructed paved access to and from a public or private street or alley, with the drive aisle a minimum of ten feet in width.
(5)
Maneuvering space. Drive aisles shall be unobstructed and free of other uses.
(6)
Demarcation. Parking spaces shall be delineated with pavement markings and other directional markings or signs shall be installed as permitted or required by the city to ensure the approved utilization of parking spaces, proper traffic flow and general safety.
(7)
Shared parking. Off-street parking areas may serve jointly two or more buildings or uses, provided that the total amount of joint use parking (together with any single use parking for the buildings or uses) shall not be less than the combined amount required for each building or use.
(8)
Forward entry onto public streets. Parking areas in business, commercial, multifamily and industrial zones shall be designed so that vehicles are not required or permitted to back onto public streets.
(9)
Lighting. All lighting in parking areas or drive aisles shall be designed to reflect away from adjoining residential property and minimize glare directly onto streets.
(10)
Parking space access. All parking spaces, except off-street parking spaces intended for the storage or display of vehicles, shall have direct access to a driveway lane or aisle.
(11)
Aisle width. Drive aisles shall conform to the minimum width requirements contained in Table A of this section 70-644.
(12)
Standard car spaces. Parking spaces shall conform to the minimum width and length requirements contained in Table A of this section 70-644. In the event that the parking spaces are designed and constructed at an angle not listed in Table A, the minimum required width and length of the parking spaces shall be calculated by the city planning department.
(13)
Small car spaces. A maximum of 20 percent of a parking area containing five or more spaces may be designed as small car spaces. No small car spaces shall be allowed in a parking area containing fewer than five spaces. Small car spaces shall conform to the minimum width and length requirements contained in Table A of this section 70-644. In the event that the parking spaces are designed and constructed at an angle not listed in Table A, the minimum required width and length of the parking spaces shall be calculated by the city planning department.

Location. The off-street parking required pursuant to Table B of section 70-645 shall be located on the same lot, tract or parcel as the building or use for which the parking is required. Notwithstanding the foregoing, in C-1 and I-1 zones the city council may approve the placement of required off-street parking on a lot or tract adjacent to the lot, tract or parcel containing the building or use for which the parking is required, provided that the off-site parking spaces are located not farther than 300 feet from the buildings or use they are intended to serve which shall be measured by means of pedestrian access from the building or use.
(15)
Overhang and buffer. No sidewalk shall be decreased to less than four feet in width by use of a vehicle overhang. No overhang is permitted into a sidewalk that is located within a public right-of-way. All buildings shall be separated from parking areas, drive aisles and maneuvering areas by a minimum five-foot buffer, walkway or landscaped area.
(16)
Accessible route. A route accessible for persons with disabilities, consistent with the requirements of the Americans with Disabilities Act; 42 U.S.C. 12101 et seq., as now or hereafter amended, shall be provided.
(17)
Off-street loading. Sufficient space shall be provided on any lot, tract or parcel for necessary loading and unloading operations associated with the use of the lot, tract or parcel, including space for ingress, egress and maneuvering of vehicles loading or unloading persons or goods. Vehicle loading areas shall be designed in such a way that loading and unloading operations shall not block or hinder traffic on any public right-of-way. All vehicle loading areas shall be located completely out of the public right-of-way and shall be large enough to prevent vehicles, including delivery trucks, from reversing into the public right-of-way.
