§ 54-112. Legislative intent.

It is the legislative intent of city council that upon the effective date of this [Ordinance No. 10-03], every person who pays to gain admission to any amusement or entertainment event or facility open to the public shall pay, and every person whether owner, lessee, or operator, who charges or causes to be charged admission to any such event or facility, shall collect the tax imposed by this article.
